The state of Illinois has mandatory laws regarding boating. Every boater must wear a USCG-approved PFD while the boat is underway.

All children 13 years and younger must wear a correctly fitting US Coast Guard-approved life jacket.
Exceptions from wearing PFDs in Illinois
It is not compulsory for boaters to wear PFDs when they are in an enclosed cabin or below deck.
