All vessels must have a type I, II, or III USCG-approved PFD when underway in a boat at all times.

All vessels no matter the length must follow the specified boating laws and regulations regarding wearing of PFDs.
Compulsory PFD Requirements for New Hampshire
Children 12 years and younger must wear an approved PFD at all times when underway in a boat. All PFDs must be in good, serviceable position for the intended wearer.
Exceptions from wearing PFDs in New Hampshire
Children riding in a boat where the rails enclose the perimeter are exempt from wearing a PFD. In addition, if the rails are 3ft or higher and the child is confined between the top railing and deck where a small child cannot pass through, then it’s not necessary for the child to be in a PFD.
